CONMEBOL sated this decision on Tuesday which is due to Messi’s red card call during the team’s 2-1 victory against Chile back on June 6th that ended in the 3rd place for Argentina in Copa America.

Messi got the red card during the 37th minute of the game after he had an altercation with Gary Medel of team Chile. Medel also got a red card for this incident.

As for the South American qualification, it starts in March.
